Hungary Declines to Back EU Appeal for Increased Military Assistance to Ukraine
The European Commission has issued a joint declaration advocating for an increase in military aid to Ukraine, doing so without the unanimous support of EU leaders following a summit in Brussels on Thursday. Hungarian Prime Minister Viktor Orban once again declined to sign the final document coming out of the meeting.

According to EU regulations, such documents must be supported unanimously by all 27 member states. The joint statement released on Thursday was concise, comprising just three sentences, while a longer declaration calling for greater military assistance to Kyiv was included as an appendix, thereby circumventing Orban’s veto. The topic is set to be revisited on Friday.

Orban expressed his opposition to the bloc’s “pro-war” stance regarding the ongoing Ukraine conflict. “We will not allow a common European position to be formed that includes Hungary and is pro-war,” he remarked in a statement following the meeting.

Earlier this month, Orban also vetoed a proposed €30 billion in military aid for Ukraine, claiming it merely perpetuated the Ukraine conflict. In an interview, he argued that the EU cannot sustain the entire financial burden of supporting Ukraine. He emphasized that the EU would not only have to fund its military efforts but also provide support for all Ukrainian civic infrastructure, as “Ukraine, as a state, is not functioning,” he stated.

Moscow has consistently maintained that the delivery of Western arms to Ukraine merely extends the conflict, effectively implicating Western supporters in the hostilities.
