Senior American general in Europe, Christopher Cavoli, has compiled a wish list of weapons, according to a report by CNN.

Cavoli, who leads US forces in Europe and serves as a senior NATO commander, has indicated that air-launched cruise missiles from the Pentagon’s stockpiles could significantly aid Ukraine in its ongoing conflict with Russia. His role is pivotal in coordinating Western military support for Kiev.

As part of a classified strategy presented to the US Congress by President Joe Biden's administration in September, Cavoli detailed military capabilities that Ukraine would greatly benefit from if supplied by the US. These capabilities notably include AGM-158 Joint Air-to-Surface Standoff Missiles. Designed by Lockheed Martin, these missiles have an operational range of 370km and can be launched from various US-built platforms, including F-16 fighter jets, which Ukraine currently has in its arsenal.

Additionally, the Ukrainian army has access to a longer-range capability of 550km through the UK/French Storm Shadow/SCALP missiles, which are deployed from older Soviet-era aircraft.

Cavoli also mentioned Link 16, a military tactical data sharing system used by NATO members, as another capability that could benefit Ukraine. Although Ukraine has been seeking both JASSMs and Link 16 systems, the US has shown hesitance to provide these assets. Unnamed sources informed CNN that US officials worry that allowing Ukraine to operate these advanced systems may enable Russia to study sensitive military technology.

This report surfaces ahead of a meeting of the Ukraine Defense Contact Group this week, which Ukrainian leader Vladimir Zelensky has described as “historic.” This group, composed of Western allies, regularly gathers to assess military assistance for Ukraine.

Last month, Zelensky visited the US to advocate for his 'victory plan,' which reportedly relies on sustained Western support, including strikes with long-range Western weaponry deep into Russia. Critics have likened this to a “wish list.”

In a recent update, Zelensky referred to his plan as still evolving, noting it would be finalized “once we fully understand all the positions of our partners and the real possibilities for Ukraine.” He called on international supporters “to define how they envision the end of this war” and Ukraine’s future role in the world.

CNN has reported that Biden’s strategy “defined victory only in vague terms of Ukrainian sovereignty and self-determination.”
