Hainan's Innovative Approach: Advancing Global Healthcare Through Policy Openness
In February 2025, Hainan's Boao Lecheng International Medical Tourism Pilot Zone reached a notable achievement by executing China's first temporary importation and application of special medical formula food. This milestone underscores Hainan's emerging role in medical innovation and collaboration in international healthcare.

The advancement came after the approval of provisional regulations on December 30, 2024, which permit designated medical institutions within the pilot zone to legally import specific quantities of specialized medical food, full-nutrition medical products for rare diseases, and relevant dietary supplements that are marketed overseas.

Since its establishment in 2013, the pilot zone in Boao has played a crucial role in transforming China's healthcare sector. It utilizes special policies to expedite the adoption of internationally licensed pharmaceuticals and medical devices that are not yet available in the domestic market, thereby providing patients with access to advanced treatments.

China has implemented various policies in Hainan to attract global medical enterprises and enhance healthcare accessibility. On November 29, 2024, the country announced its intention to allow the establishment of wholly foreign-owned hospitals in major cities such as Beijing, Shanghai, and Shenzhen, in addition to Hainan Province. This initiative aims to bolster international medical cooperation and broaden healthcare services in the region.

The province's adaptable Free Trade Port policies have further stimulated innovation by drawing in global healthcare enterprises, fostering advancements, and improving access to state-of-the-art treatments.

Hainan's development closely aligns with China's "Healthy China 2030" initiative, which prioritizes healthcare innovation, technological advancement, and international collaboration. By streamlining approval processes, diversifying medical offerings, and enhancing patient care, Hainan is solidifying its status as a significant player in global healthcare evolution.

In line with the 2025 Boao Forum for Asia's central theme, "Building Trust and Promoting Cooperation in a Fast-Changing World," Hainan's initiatives have reinforced its position as a hub for international medical collaboration. The upcoming Boao Forum for Asia Annual Conference, set to take place from March 25 to 28 in Boao, will further showcase the region's impact on driving healthcare innovation and cultivating international partnerships.
