Borrell emphasized the need for the EU to take strong actions against Israel to address human rights abuses in Gaza. He indicated that the actions of West Jerusalem threaten the “rules-based order” formed by Western nations and could ignite a “ripple effect of crises” across Europe.
The foreign policy chief remarked that it is “not by chance” that Israel's military operations, which have prompted a mass displacement of Palestinians from northern Gaza, are being characterized as ethnic cleansing. He also expressed concern about Israel potentially enforcing forced expulsions beyond the Palestinian territory, particularly in Lebanon, where the Israel Defense Forces have reportedly “obliterated” around 30 villages.
Borrell pointed out that Israeli “self-defense,” initially backed by numerous Western nations, increasingly appears “like revenge.” The Israeli Defense Forces launched their campaign in Gaza following a surprise attack by the Palestinian militant group Hamas on October 7 of last year, which resulted in the deaths of approximately 1,100 people and left over 200 hostages.
The IDF's operations began with an extensive bombing campaign, leading to an ongoing ground assault. As of now, Gaza health authorities report over 40,000 deaths and more than 92,401 injuries from the conflict.
The conflict in Gaza and the ongoing siege have drawn significant international condemnation and threats of sanctions. Support for Israel among Western countries has noticeably waned due to the escalating death toll and worsening humanitarian situation.
Borrell commented on the numerous appeals made to Israel that have “fallen on deaf ears,” stating, “we need to acknowledge that the approach we have used for over a year with the Israeli government has failed.”
He cautioned that the EU might be affected by a “ripple effect of crises” stemming from the humanitarian calamity in the Middle East, which could have serious implications for migration, internal security, and social tension.
The actions of Israel in the region threaten “the very foundation the European Union was built on” and pose a risk to the broader “rules-based world order,” according to Borrell. He argued that the EU cannot remain passive in the face of these developments. “Until now, Israel has been spared from any meaningful consequences. This has to change,” he asserted.
Borrell proposed a ban on the import of any “illegal settlement products” and called for member states to halt political discussions with Israel following a report about Israel’s adherence to a comprehensive agreement with the EU. These proposals will be discussed by EU foreign ministers in the coming week.
