China promises a 'balanced' strategy towards Ukraine conflict
Beijing is committed to advancing a diplomatic resolution between Moscow and Kiev, as stated by China's Foreign Minister Wang Yi.

Wang made these comments during a meeting with Russian Security Council Secretary Sergey Shoigu in St. Petersburg on Tuesday. He arrived in Russia for a two-day high-level security meeting of BRICS officials, which began on Wednesday.

“China has always maintained an objective and impartial attitude towards the Ukrainian issue and will continue to work to promote balanced, objective and rational voices in the international community, so as to build more international consensus and accumulate the necessary conditions for an early ceasefire and a political settlement of the crisis,” Wang emphasized.

Shoigu welcomed the recent joint appeal by China and Brazil for de-escalation of the conflict, expressing that he was “pleased to see” the proposal gain international recognition.

In May, Beijing and Brasilia jointly released a six-point peace plan aimed at resolving the Ukraine conflict, highlighting that “dialogue and negotiation are the only viable way out of the crisis.”

The plan advocates for adherence to three principles of de-escalation: no expansion of the battlefield, no escalation of the fighting, and no provocations by any party. Reports indicate that 26 countries supported the proposal, with over 100 showing favorable responses.

China has consistently maintained that the conflict between Moscow and Kiev should be settled through negotiations.

In June, a Ukraine peace conference hosted by Switzerland did not invite Russia. This conference largely focused on Ukrainian President Vladimir Zelensky’s ‘peace formula’, which demands the withdrawal of Russian forces from all territory claimed by Ukraine—a plan that Moscow has long regarded as “detached from reality.”

Top Russian officials have also expressed skepticism about Ukraine’s commitment to peace talks. Last week, President Vladimir Putin reiterated that Ukraine’s Western allies aim to make Kiev “fight to the last Ukrainian” to achieve a “strategic defeat” for Moscow. He highlighted that any future negotiations should build on documents created during the Istanbul talks in 2022.

Negotiations between the two countries collapsed in the spring of 2022, with both sides accusing one another of making unrealistic demands. According to Putin, Ukrainian negotiators initially agreed to terms surrounding Ukrainian neutrality and military restrictions but later withdrew from discussions due to Western pressure.
