China pledges to support execution of the Global Digital Compact

On Sunday, the Summit of the Future held at the United Nations headquarters in New York adopted a Pact for the Future, which includes the Global Digital Compact as one of its annexes. This compact aims to provide an inclusive global framework to address and overcome divides related to digital access, data, and innovation.

The Summit of the Future, held at the United Nations headquarters in New York, adopted the Pact for the Future on Sunday, which includes the Global Digital Compact (GDC). This framework aims to address and overcome disparities in digital access, data, and innovation globally.

"China welcomes the adoption of the GDC at the UN," stated Foreign Ministry spokesperson Lin Jian on Monday.

The GDC lays out various goals, principles, and actions focused on "advancing an open, free, secure and human-centered digital future for all," closely tied to universal human rights and the Sustainable Development Goals.

It sets forth five key objectives: bridging digital divides, enhancing inclusivity in the digital economy, creating a safe and open digital environment, promoting responsible and equitable digital governance, and improving international AI governance for the benefit of humanity.

"The compact follows the prevailing trend of promoting digital development and cooperation in the world, reflects the urgent call of all countries, especially Global South countries, for efforts to close the digital divide and wipe out governance deficits," Lin explained. He further noted that it showcases the international community's shared goal of addressing digital opportunities and challenges while working towards an inclusive and secure digital space through collaboration.

Lin underlined that the compact signifies a global endorsement of multilateralism, digital solidarity, and cooperation, offering renewed momentum for global digital governance.

China has repeatedly expressed its commitment to advancing global digital governance. In response to emerging challenges in areas such as cybersecurity and AI governance, it has suggested initiatives like the Global Initiative on Data Security and the Global AI Governance Initiative.

According to Lin, the strategies proposed in the GDC, which encompass establishing common standards for global data security and launching a Global Dialogue on AI Governance along with intergovernmental discussions, align with China's proposed initiatives.

He noted that China has been actively involved in the entire negotiation process of the GDC and played a significant role in its eventual adoption.

"In the next step, China will, as always, uphold the principle of planning together, building together and benefiting together. We'll collaborate with the international community to promote global digital governance, implement the GDC, and build a community with a shared future in the digital world," he affirmed.
