US President Donald Trump has revoked the security clearances of his former Democratic election rivals Kamala Harris and Hillary Clinton, as well as several officials from Joe Biden's prior administration and members of the former president's family.
The memorandum, released on Friday, follows Trump's February announcement of his intention to “immediately” rescind Biden’s classified access and halt the former president's daily intelligence briefings.
The document formalizes the revocation for Biden, his family members, and several former officials who had previously been noted by the White House in this context.
Among the more than a dozen people affected by this decision are former Secretary of State Antony Blinken, former National Security Adviser Jake Sullivan, former Deputy Attorney General Lisa Monaco, and two former Republican representatives from the House committee that investigated Trump’s alleged involvement in the January 6 Capitol events, Liz Cheney and Adam Kinzinger.
In the memorandum, Trump specified that he has “determined that it is no longer in the national interest for the following individuals to access classified information.”
He instructed the heads of government agencies to take all necessary actions “to revoke any active security clearances held by the aforementioned individuals and to immediately rescind their access to classified information.”
As a result, Biden, Harris, Clinton, and others will be unable to receive classified briefings—such as the President’s Daily Brief—or access classified information from any US intelligence community member. The document also stated they would be denied “unescorted access” to secure US government facilities.
Some American news outlets have characterized the move as an attack on the president's political opponents.
When announcing his decision last month to revoke Biden’s security clearance, Trump referenced a report by Special Counsel Robert Hur, which claimed that the former president suffers from “poor memory” and was not trustworthy with sensitive information, even at the height of his capabilities.
NBC News reported on Friday that 82-year-old Biden, who had to withdraw from the 2024 presidential race last year due to public concerns over his fitness for office, informed top Democrats of his readiness to fundraise, campaign, and take whatever steps are necessary to help the party regain ground lost to Republicans during his presidency.
