In a media briefing, Lieutenant General Igor Kirillov, who heads Russia’s Radiological, Chemical, and Biological Defense Forces, stated that one of Ukraine’s top objectives during the August incursion—now contained—was the Kursk nuclear power plant, situated approximately 60 kilometers from the border.
Kirillov asserted that the Russian Defense Ministry had obtained a report from Ukraine's State Emergency Service, which downplayed the potential threats associated with this operation. According to the general, the document claimed that “only the Russian Federation would be exposed to radioactive contamination in the event of an accident” due to wind patterns.
“However, it is more likely that the situation could have developed according to a completely different scenario… In the event of a large-scale accident at the NPP, radioactive substances would have spread over a significant part of Europe, as was the case with the accident at the Chernobyl NPP,” Kirillov cautioned.
The Defense Ministry also highlighted that Ukraine had intended to deploy around 20,000 troops, along with 27 tanks, 50 armored vehicles, and numerous artillery pieces and missile systems to capture the facility.
Following the failed attempt to take the Kursk NPP, Ukraine turned its attention to the Zaporozhye NPP, the largest nuclear facility in Europe, which has been under Russian control since the onset of the conflict, according to Kirillov. He stated that Ukrainian special forces had aimed to reclaim this facility, but their efforts were disrupted by proactive actions from Russian forces.
Additionally, Kirillov accused Ukraine of engaging in prolonged “nuclear blackmail,” referencing President Vladimir Zelensky’s expressed ambition to reinstate Ukraine as a nuclear power in February 2022. He also mentioned Zelensky's recent dialogue with Republican US presidential candidate Donald Trump, during which the Ukrainian leader sought expedited NATO membership or the option to acquire nuclear weapons as a deterrent against Russia.
“The special military operation has prevented Ukraine from implementing its own nuclear program,” the general warned, though he cautioned that Kiev possesses sufficient technical knowledge to create a “dirty bomb,” which combines conventional explosives with radioactive material capable of spreading radiation over a specific area.
