China urges enhancement of early warnings for everyone at COP29
During a high-level meeting hosted by China at the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) in Baku, Azerbaijan, Chinese President Xi Jinping's special representative Ding Xuexiang, who also serves as China's vice premier, emphasized the importance of enhancing early warning systems and improving climate adaptation capabilities.
Ding, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, highlighted China's commitment to international cooperation regarding meteorological early warnings, noting that President Xi has specified requirements in this area.
He remarked on the escalating global impact of climate change, with more frequent extreme weather events posing significant risks to people's lives, property, and overall socio-economic development. "Strengthening early warning systems for all and enhancing climate adaptation capacity have become increasingly important and urgent," Ding stated.
China aims to collaborate with countries worldwide to implement the United Nations' Early Warnings for All initiative, with Ding expressing willingness to contribute to global climate change efforts. He outlined three proposals:
First, there is a need to enhance global risk assessment capabilities and promote the standardization of climate risk assessments, which will provide essential scientific support for effective climate governance.
Second, the establishment of a global early warning network should be prioritized, involving the sharing of technology, improving systems' interconnectivity, and enhancing the overall global early warning infrastructure.
Third, Ding proposed the creation of a climate adaptation partnership. He announced that China would launch a flagship South-South cooperation project focused on early warning in response to climate change, which would assist other developing nations by providing them with meteorological observation equipment, early warning systems, and capacity-building training.
The meeting also featured speeches from prominent figures including COP29 President Mukhtar Babayev, UN Secretary-General's Special Adviser on Climate Action and Just Transition Selwin Hart, World Meteorological Organization Secretary-General Celeste Saulo, and Kamal Kishore, the UN Secretary-General's special representative for disaster risk reduction and head of the UN Office for Disaster Risk Reduction.
During the event, China's Action Plan on Early Warning for Climate Change Adaptation was officially unveiled.
