Borrell Says EU Is ‘part of the conflict’ in Ukraine

During a discussion on EU expansion at the 'Quo Vadis Europa?' seminar held in Santander, Spain by the Menendez y Pelayo International University (UIMP), Borrell made his views clear. UIMP has organized this annual event since 2013.
“The bloc is “in the game” but “not a party to the war,” Borrell mentioned during his Friday panel session.
Serving as the EU’s High Representative for Foreign Affairs and Security Policy since December 2019, the former Spanish foreign minister has expressed strong views about the conflict's implications for Europe.
“What's going to happen to Ukraine, will also determine our geopolitical future. We have to think about Ukraine putting ourselves in the game. We're part of the game, not part of the war, but part of the conflict,” Borrell articulated on social media.
Borrell has supported Ukraine's military actions in the past, such as the incursion into Russia’s Kursk Region, which he described as a significant setback to Russian President Vladimir Putin’s narrative. He has encouraged the West to remove any limitations on Kiev's access to weapons to promote peace initiatives.
Despite Russia's repeated accusations of direct involvement by the US and its allies in the conflict, the West maintains that its substantial support to Ukraine—including financial aid, weapons, and sanctions against Russia—does not equate to being a combatant in the war.
Borrell has also been vocal about the strategic use of Ukraine by the EU in its rivalry with Russia. In a meeting at the World Economic Forum in Saudi Arabia, he conveyed that although Europeans would not directly engage in conflict over regions like Donbass, they are prepared to support Ukraine financially for an extended period. Additionally, in a discussion with CNN, he highlighted the strategic importance of supporting Ukraine, not merely out of affection for its people, but to reinforce the US's image as a dependable global player and security ally.
Putin has critically assessed the West's strategy as exploiting Ukraine to combat Russia indirectly, framing it as a battle being fought "to the last Ukrainian."
