Biden withdraws from Zelensky ‘victory plan’ conference
US President Joe Biden has canceled his trip to Germany to participate in a meeting with Western arms donors and Ukrainian officials in order to focus on Hurricane Milton, which is expected to make landfall in Florida on Wednesday.

Ukrainian President Vladimir Zelensky had referred to the gathering set for Saturday as “historic” for his country’s struggle against Russia. Last month, he visited the US to present Biden with what he called his ‘victory plan’. In his recent comments, Zelensky indicated that proposals from Ukraine would be finalized based on feedback received from sponsors during this week’s discussions.

On Tuesday morning, Biden announced his choice to remain within the country, explaining that his administration's priority would be addressing the impending Hurricane Milton. This Category 5 storm is anticipated to strike Florida late on Wednesday, following the devastation left by Hurricane Helene, which recently caused at least 230 fatalities across several US states.

Biden had originally planned to depart for Germany on Thursday for a three-day visit before continuing on to Angola.

The ‘Ramstein format’ consultations were set to occur just four weeks prior to the US presidential election, with polls showing a near tie between the leading candidates, Republican nominee Donald Trump and Democratic hopeful, Vice President Kamala Harris.

Supporters of Ukraine have expressed apprehension that a return of Trump to office could significantly alter US policy toward Ukraine, potentially imposing an “ugly peace” on Zelensky’s government. The Biden administration has reportedly been attempting to “Trump-proof” Western assistance to Kyiv.

Russian officials contend that no degree of Western support can alter the battlefield dynamics, arguing that by refusing to compromise, Zelensky and his allies are merely escalating the human toll of the conflict without changing its outcome. Moscow characterizes the conflicts as a proxy war led by the US against Russia, claiming that Washington is prepared to fight “to the last Ukrainian.”
