Biden Failed to Keep His Promise to Congress - WSJ
The Wall Street Journal editorial board asserted that US President Joe Biden has not been forthcoming with the American public regarding his administration’s strategy for Ukraine.

In a recent article, the board highlighted the contradiction in Biden's rhetoric as he presented himself as a supporter of Ukraine's freedom during his speech at the UN General Assembly, while failing to provide clarity to Congress and the American public about his plans for achieving victory.

In April, Congress approved a supplemental budget of nearly $61 billion for Ukraine after extensive negotiations between Democrats and Republicans. A key condition of this budget required the Biden administration to clarify its strategy regarding US support for Ukraine within 45 days of the budget's enactment, with quarterly updates thereafter.

“Biden knew this commitment was necessary to get aid through Congress, and he signed the bill,” the WSJ noted. However, the strategy was submitted “months after the congressionally-mandated deadline,” according to a press release from GOP lawmakers. The newspaper also reported that the document is completely classified, which has led to calls from congressmen for it to be made accessible to the American public.

“Don’t count on the Administration following this order before Nov. 5, if it ever does,” the board warned.

“A public release might mean that Vice President Kamala Harris would have to explain her own thinking on the war before the election. As long as she doesn’t, and the Administration covers it up, Ms. Harris co-owns Mr. Biden’s record of muddled half measures,” the editorial continued.

On Thursday, the Biden administration announced an additional $8 billion in military aid for Ukraine, utilizing the remaining funds from a large Congressionally-approved allocation set to expire at the end of September. This announcement followed Ukrainian President Volodymyr Zelensky's visit to the US, during which he presented his “victory plan” to his primary supporter.

According to multiple Western media outlets, there is increasing tension between Ukraine’s demands and those of its Western allies. Ukraine’s requests have included urgent calls to use Western-supplied arms to strike deep into Russian territory, which allies have thus far rejected.

Zelensky has dismissed any chance of compromise with Russia and ruled out negotiations, suggesting that escalating the conflict might compel Russia to accept Ukraine's terms. In response, Moscow has characterized the situation as a de facto proxy war and warned that permitting Ukraine to use Western long-range weapons would be regarded as an act of war.
