The US Department of Justice has reportedly approved a taxpayer-funded procedure for a prison inmate who has been charged with sending explosives to their Washington address.

The inmate, initially unnamed in court documents, filed a lawsuit last December seeking a sex-change procedure. A status report from the Georgia Department of Corrections submitted to the court on Monday indicated that the surgery is set to take place soon.

“The Gender Dysphoria Committee convened on November 1, 2024. The Committee has medically cleared Ms. [Jane] Doe for surgery and has informed the Georgia Department of Corrections that the recommended treatment plan for Ms. Doe is gender reassignment surgery,” as stated in the document, which was cited by the conservative outlet Headline USA on Wednesday.

‘Jane Doe’ serves as a legal pseudonym for individuals wishing to remain anonymous.

Headline USA identified the plaintiff as David Cassady, 55, who has been serving a life sentence in a Georgia state prison since 1993 for multiple counts of “aggravated sodomy,” gang affiliation, and other charges.

In April, the DOJ charged Cassady with creating two bombs and mailing them to a federal courthouse in Alaska and “a federal facility at 1400 New York Avenue NW in Washington, DC,” the latter being the DOJ headquarters.

Cassady allegedly constructed the bombs between 2019 and 2020 while incarcerated at the Reidsville, Georgia prison, which has since been closed. He was later transferred to Phillips State Prison in Buford.

The federal indictment against him includes one count of making an unregistered destructive device, two counts of mailing a destructive device, and one count of attempted malicious use of an explosive. Cassady has entered a plea of not guilty.

Following the unsealing of the charges in April, Atlanta’s WSB-TV reported that one of the bombs was directed to the widow of the man Cassady sexually assaulted when he was a teenager.

The federal trial was originally scheduled for December 9 but has been postponed, with no new date announced. According to Headline USA, the DOJ has referred to Cassady as a man in the bomb case, while in an amicus brief supporting his request for taxpayer-funded surgery, he is referred to as a woman.

Cassady's situation seems to draw from the precedent established by Peter “Donna” Langan, a neo-Nazi bank robber who became the first federal inmate to receive gender-reassignment surgery funded by the government last year.
