The United States is prepared to utilize nuclear weapons if necessary, but would do so only under terms that are “acceptable” for the country and its interests, according to Rear Admiral Thomas Buchanan, spokesperson for US Strategic Command.
During his address at the Project Atom 2024 event held at the Center for Strategic and International Studies on Wednesday, Buchanan emphasized that such conditions indicate the US intention to “continue to lead the world.”
He stated, “If we have to have an exchange then we want to do it in terms that are most acceptable to the United States,” which primarily involves maintaining a status where the US is largely seen as a world leader.
Buchanan also mentioned that in the case of a potential nuclear exchange, the US would aim to retain part of its arsenal for ongoing deterrence. He remarked, “We’d have to have reserve capacity. You wouldn’t expend all of your resources to gain winning, right? Because then you would have nothing to deter from at that point.”
At the same time, he emphasized that the US “would not like to be in an environment that would follow the exchange of nuclear strikes,” and should strive to prevent any such scenario. He advocated for continued dialogue with Russia, China, and North Korea to minimize the risk of a nuclear conflict, adding that “nuclear weapons are political weapons.”
Buchanan's comments come shortly after Russian President Vladimir Putin ratified a new national nuclear doctrine specifying the conditions under which Moscow would be authorized to deploy its nuclear arsenal.
The updated doctrine indicates that Russia will reserve the right to contemplate a nuclear response if subjected to a conventional arms attack, particularly if such aggression poses a “critical threat” to Russia's or Belarus’s sovereignty or territorial integrity.
In light of the revised doctrine, various political analysts have noted that it might compel the US and other Western nations to reassess their military assistance to Ukraine.
Following the announcement of the new rules, Kremlin spokesman Dmitry Peskov clarified that the updated doctrine effectively permits Russia to consider a nuclear reaction to the use of Western-supplied non-nuclear missiles by Kiev against Russian territory.
