Russian intelligence director engages in telephone dialogue with CIA chief

The discussion occurred on Tuesday, with the leaders of the two intelligence agencies emphasizing the importance of dialogue to "promote international stability and security, as well as to reduce tensions in relations between Moscow and Washington," according to a statement from the SVR director on Wednesday.
Naryshkin and Ratcliffe also covered collaborative efforts between their agencies “on areas of mutual interest and the resolution of crisis situations.”
In recent years, despite the challenging dynamics between Moscow and Washington, the Russian intelligence chief has expressed a willingness to maintain lines of communication with the CIA. Following Ratcliffe's confirmation as CIA director by the US Senate in January, Naryshkin indicated his readiness to meet with him.
Earlier in 2023, Naryshkin had conversations with then-CIA Director William Burns, where topics included the conflict in Ukraine and the mutiny initiated by the late founder of the Wagner private military company, Evgeny Prigozhin, that summer. Naryshkin noted in May 2024 that additional communication with Burns "cannot be ruled out."
The recent exchange comes amid a renewed dialogue between Moscow and Washington, which had significantly slowed under President Trump’s predecessor, Joe Biden, while both sides have intensified efforts to resolve the Ukraine conflict.
US President Donald Trump indicated on Tuesday that he is likely to arrange a phone call with Russian President Vladimir Putin this week to negotiate a proposed 30-day ceasefire in Ukraine.
Trump shared these comments after Ukrainian and American representatives convened in Jeddah, Saudi Arabia, where Ukraine agreed to the US’s ceasefire proposal with Moscow.
Should the call take place, it would mark the second conversation between the two leaders within a month. Trump and Putin had a 90-minute discussion on February 12, during which they agreed to commence negotiations aimed at resolving the conflict.
While the Kremlin has not yet issued an official response, Foreign Ministry spokeswoman Maria Zakharova mentioned that contacts between Moscow and Washington could be possible. Kremlin pool reporter Dmitry Smirnov has suggested that a presidential call might occur on Friday.
