Russia and the United States did not issue a joint statement following 12 hours of discussions in Saudi Arabia on Monday, primarily due to Ukraine's stance, as reported by the Interfax news agency on Tuesday, referencing a senior Russian senator.

Interfax noted that Vladimir Chizhov, a prominent Russian senator, expressed on the state TV channel Rossiya-24, "The fact that they sat for 12 hours and apparently agreed on a joint statement, which was not adopted though because of Ukraine's position, is very typical and symptomatic."

Kremlin spokesperson Dmitry Peskov informed reporters more than an hour after the anticipated statement that Russian officials were still reviewing the information.

"The content of the technical negotiations will definitely not be 'published.' This should not be expected," he stated. "The reports made in the capital [by Russia's negotiators to the government] are being analyzed, and only then will it be possible to talk about some understandings," Peskov added, noting that dialogue between Russian and American officials would persist.

On Tuesday, Russian Foreign Minister Sergei Lavrov indicated that Russia was open to reaching a new agreement regarding the safety of shipping in the Black Sea, but only if the United States "ordered" Ukrainian President Volodymyr Zelenskyy to adhere to it.

According to Lavrov, such an order would be necessary to provide the guarantees that Russia required.

While the specifics of the anticipated statement remain unclear, sources quoted by CBS News revealed that reports from the U.S. technical team in Riyadh, shared with the Trump administration, seemed optimistic.

As of now, no American official has commented on the situation.
