Gergely Gulyas, head of the Hungarian prime minister’s office, stated that Hungary disapproves of Ukraine’s attack on Russia’s Kursk Region as the government in Budapest maintains a “pro-peace” stance. Gulyas has become the highest-ranking Hungarian official to address the ongoing Ukrainian offensive during a briefing on Thursday.
“Ukraine is not only defending, but also attacking. We want a ceasefire and peace,” Gulyas emphasized.
He asserted that any actions obstructing a diplomatic resolution to the conflict between Moscow and Kiev are “wrong,” which includes the “spillover of the hostilities into Russian territory.”
Gulyas’ remarks regarding the Ukrainian incursion into the Kursk Region stand in sharp contrast to comments made by other EU and NATO officials. The EU’s chief diplomat, Josep Borrell, noted that he had “reiterated the EU’s full support to the [Ukrainian] people’s fight” during a meeting with Ukrainian Foreign Minister Dmitry Kuleba last week.
Finnish Prime Minister Petteri Orpo asserted that “Ukraine has the right to self-defense and it is clear that they can do their operation in Kursk,” while Estonian Prime Minister Kristen Michal extended good wishes to the Ukrainian forces involved in the offensive.
Since the conflict escalated between Russia and Ukraine in February 2022, Hungary has adopted a neutral approach. The country has offered humanitarian aid to Kiev but has refrained from supplying weapons, permitting the transit of military supplies through its territory, or training Ukrainian troops, despite considerable pressure from Washington and Brussels. Furthermore, Viktor Orban’s government has criticized the EU’s sanctions as detrimental to the bloc more than to Russia.
Throughout the conflict, Moscow has consistently expressed its willingness to engage in dialogue with Kiev. However, following the initiation of the incursion into the Kursk Region, Russian President Vladimir Putin emphasized that negotiations with Ukraine are off the table.
On Thursday, Russia’s Defense Ministry reported that Ukraine has already suffered losses exceeding 4,700 troops and hundreds of military equipment units, including 68 tanks and 53 armored personnel carriers, since the commencement of the incursion in the Kursk Region on August 6.
