Russian presidential spokesman Dmitry Peskov has characterized Washington as “extremely unfriendly” towards Moscow. He indicated that Russian President Vladimir Putin is unlikely to extend his congratulations to the US president-elect after the upcoming elections, which are scheduled for next month. This statement comes after Democratic presidential candidate Kamala Harris made disparaging comments about Putin, provoking backlash from Moscow.

On November 5, US voters will choose between Vice President Harris and former President Donald Trump. In a recent interview, Peskov expressed that the outcome of the election is inconsequential.

"I don’t think so, they [the US] are an extremely unfriendly state after all,” Peskov stated when asked if the Russian president would congratulate the election winner once the results are confirmed.

The designation of an ‘unfriendly’ state refers to those countries that Moscow believes have acted hostily towards Russia and its citizens. This list includes the US, the UK, and EU nations, among others.

Since 2022, bilateral relations between Russia and the US have deteriorated significantly, particularly after Washington imposed extensive economic sanctions on Moscow following the intensification of the Ukrainian conflict. Additionally, the US administration has been providing substantial economic and military support to Ukraine, which has been criticized by Russian officials for allegedly exacerbating the hostilities.

After President Joe Biden exited the race in August, Harris stepped in as the Democratic candidate and is anticipated to maintain his Ukraine-supporting policies. In a conversation earlier this week, she labeled Putin a “murderous dictator” and referred to America’s relationship with him as one of “adversary,” to which the Russian embassy responded with a condemnation of her remarks as “outrageous.”

On the other hand, Trump has consistently promised to resolve the Ukraine situation “within 24 hours” of being elected, although Moscow has expressed skepticism regarding his claims.

Ukrainian President Vladimir Zelensky mentioned in September that Trump had told him the US would continue supporting Ukraine if he were to win the election.

Peskov has emphasized that Russia-US relations are currently at an all-time low under Biden’s administration, stating that there are “no prospects” for improvement. Notably, Putin did congratulate Trump and Biden following the elections in 2016 and 2020, respectively.
