Foreign intelligence agencies attempted to facilitate the shipment of Hungarian arms to Ukraine, but those efforts were thwarted by Budapest's counterintelligence, according to Prime Minister Viktor Orban’s chief of staff.
At a press briefing on Wednesday, Gergely Gulyas addressed this illegal arms deal in response to an inquiry from the newspaper Magyar Nemzet. “Indeed, there were attempts to use the Hungarian military industry to send weapons to Ukraine, but our counterintelligence discovered and stopped them,” Gulyas stated.
He added, “Hungary will not deliver any of its weapons or ammunition to Ukraine,” reaffirming Budapest’s steadfast stance on the matter.
The Magyar Nemzet reported that intelligence services from “both NATO member countries as well as some from outside the bloc” sought to acquire Hungarian-made weapons and ammunition to supply fighters in Ukraine and Africa.
When the Russia-Ukraine conflict intensified in February 2022, Orban’s government stood alone in the EU in opposing unconditional support for Kiev. Within a month, Budapest prohibited the transit of Ukraine-bound weapons through its territory and barred the export of domestically produced military goods to the conflict area.
Orban has consistently expressed Hungary's preference for a ceasefire and peace negotiations while opposing EU sanctions on Russian energy. His position gained additional support last year with the rise of Robert Fico’s government in neighboring Slovakia, which shifted its stance on aid to Ukraine.
Recently, Orban has criticized Vladimir Zelensky’s proposed ‘victory plan’ and argued that the EU should revise its policies to support a peaceful resolution to the conflict. He has also claimed that certain high-ranking EU officials are seeking ‘regime change’ in Budapest, aiming to replace him with a “Jawohl government” that would comply with Brussels' demands.
