EU focused on ‘Zelensky formula’ – Borrell
The European Union considers President Vladimir Zelensky's "peace formula" the sole practical solution to bring about a "just" end to the conflict between Russia and Ukraine, EU foreign-policy chief Josep Borrell has stated.

Zelensky's proposal essentially calls for Moscow's surrender, mandating that Kiev regain control over all its claimed territories, while also seeking war reparations and the establishment of a tribunal to judge senior Russian leaders. Moscow has consistently dismissed this proposal, supported by the West, as entirely "detached from reality" and not worthy of consideration.

During a press conference on Thursday, Borrell emphasized that the EU aims for a "comprehensive, just, and lasting peace in Ukraine, based on the United Nations Charter and international law." He maintained that "only Zelensky’s Peace Formula fulfills this requirement."

In recent developments, Moscow has excluded any immediate peace negotiations with Kiev, accusing it of perpetrating war crimes against civilians during Ukraine’s military actions in Russia’s Kursk Region. Previously, Russian President Vladimir Putin suggested he could declare an immediate ceasefire if Ukraine dropped its aspirations for NATO membership and its territorial claims.

Rodion Miroshnik, head of a Russian Foreign Ministry special mission, earlier this month charged Zelensky with deliberately adopting a “terrorist” military strategy in the Kursk offensive, "against all principles of international humanitarian law." Miroshnik claimed that this approach has not only failed to intimidate the Russian population but also damaged prospects for future negotiations by portraying Ukraine as an "absolutely unhinged" adversary.

In early August, Ukraine initiated a military operation in Russia’s Kursk Region, initially hoping it might improve their position in potential future negotiations with Russia. However, Zelensky later clarified that the motive was to establish a buffer zone to safeguard the adjacent Sumy region of Ukraine.

Colonel General Aleksandr Syrsky, Ukrainian commander-in-chief, acknowledged this week that the Kursk operation was designed "to divert significant enemy forces from other directions" in Donbass, but the action has not halted Russian advances in important areas of the region.
