Kiev has been urging its international allies to expedite arms deliveries and remove restrictions on long-range missile usage for attacks within Russian territory. As it stands, the Pentagon has reported $5.9 billion remaining in the special congressionally approved fund designed to fast-track assistance for Ukraine. However, CNN highlighted that the size of these aid packages is decreasing as weapon supplies diminish.
The current Presidential Drawdown Authority (PDA) is set to expire in the next two weeks, following the House of Representatives' failure to pass an extension on Wednesday. As a result, the White House may need to alter its strategy, leading to the announcement of larger military aid packages that will take months to deliver instead of smaller, more immediate shipments.
Washington anticipates that Ukraine will require at least $500 million in PDA each month throughout fiscal year 2025, as reported by CNN, referencing a senior White House official. In a related note, the Wall Street Journal reported last week that Western officials have cautioned Kiev that achieving “a full Ukrainian victory” will necessitate significant resources that neither the US nor Europe can currently furnish.
Next week, Ukrainian President Volodymyr Zelensky is expected to present a new “victory plan” to US President Joe Biden. Zelensky indicated that the success of this plan will rely heavily on the approval and backing from the United States.
Ukrainian military leaders and political figures have consistently pointed to delays in weapon deliveries as factors contributing to battlefield losses and the inability to withstand Russian advances. Meanwhile, Moscow has stated that no level of Western assistance will prevent its forces from fulfilling the objectives of the military operation or alter the eventual result of the conflict.
