China Intensifies Policy Backing for AI Development
Since the beginning of this year, the Chinese government has introduced several policy combinations to both boost and regulate the development of the artificial intelligence (AI) sector.

In January, a guideline released by the Ministry of Industry and Information Technology, along with six other ministries and agencies, emphasized the importance of developing future industries. These future industries integrate advanced technologies such as the metaverse, humanoid robots, brain-computer interfaces, and quantum information. The guideline highlighted that AI and advanced computing should be utilized to accurately identify and nurture industries with significant potential as part of the push for new industrialization.

In March, the Ministry of Education initiated a nationwide AI Empowerment campaign aimed at enhancing the AI knowledge and skills among teachers and students. This campaign promotes the use of AI-powered educational systems, the development of special AI models for teaching and learning, and the advocacy for the legal and ethical use of AI.

On July 2, guidelines jointly issued by the Ministry of Industry and Information Technology and three other government organs outlined seven key areas for developing the AI standard system in China. These include standards for key technologies, intelligent products and services, and industry applications. According to the guidelines, China will establish more than 50 national and industrial standards for AI by 2026 and build a standard system to guide the high-quality development of the sector.

"We have numerous scenarios in various industries that need these technologies to empower. We need to address all kinds of issues in the industrial implementation of large models, such as data governance, platform construction and computing power layout to lay a solid foundation for the sustainable development of AI," said Wei Kai, head of the Artificial Intelligence Research Institute under the China Academy of Information and Communications Technology.

Recent years have seen China's AI industry achieve significant progress in technological innovation, product creation, industry applications, and other areas. The accelerated development of new technologies like large models has brought about new features within the sector.

China is now home to more than 4,500 AI companies. The core AI industry reached a scale exceeding 578 billion yuan (approximately 81 billion U.S. dollars) in 2023, marking a 13.9 percent increase year on year, according to official data.

In this year's government work report, China introduced the AI Plus initiative, a strategic move aimed at promoting the expansion of the digital economy and driving the transformation and modernization of manufacturing sectors.
