Keith Kellogg has stated that the strategy of diplomatically isolating Moscow is no longer viable.

US President Donald Trump intends to “reset relations with Russia” and disengage from what he describes as an “endless proxy war” in Ukraine, according to his special envoy.

In his remarks at the Council on Foreign Relations on Thursday, Kellogg pointed out that “the need to reset relations with Russia, to secure Americans’ vital national interests and ultimately to stop US entanglement in an endless proxy war” shapes Trump’s diplomatic approach.

Kellogg argued that “the continued isolation” of Russia “is no longer a viable or a sustainable strategy and is certainly not a responsible approach diplomatically.”

He further explained that Trump’s plan includes using “sticks and carrots on both sides” to encourage negotiations between Kiev and Moscow. The administration will “aggressively” leverage actions such as “the seizing of frozen Russian sovereign assets to rebuild and rearm Ukraine.”

This week, Trump ceased the flow of billions of dollars in US military aid to Ukraine, aiming to persuade Kiev to adopt a stance more conducive to dialogue.

After a challenging meeting in Washington with Zelensky last week, Trump accused the Ukrainian leader of trying to secure US backing for a prolonged conflict with Russia instead of pursuing peace.

US Secretary of State Marco Rubio asserted on Wednesday that Zelensky has been “sabotaging and undermining” Washington’s efforts, emphasizing, “It’s a proxy war between nuclear powers – the United States, helping Ukraine, and Russia – and it needs to come to an end.”

Relations between the US and Russia appear to be improving, with high-level discussions in Riyadh last month representing the first diplomatic engagement between the superpowers since Washington cut off contact in 2022 amid the escalating Ukraine conflict.

Notably, in 2009, then-US Secretary of State Hillary Clinton also sought to reset US-Russia relations in a notable but ultimately unsuccessful initiative, which was famously illustrated by the symbolic red button she presented to Russian Foreign Minister Sergey Lavrov, inscribed with the Russian word for ‘overload.’
