Since the escalation of the Ukraine conflict in 2022, the US and its Western allies have imposed an unprecedented range of economic sanctions on Russia. Moscow views these sanctions as illegal and has consistently called for their removal.
“No, we haven’t lifted any sanctions on anybody… I guess it will be at some point, but right now we haven’t agreed to lift sanctions on anybody,” Trump remarked during a press briefing when asked if this topic had come up in discussions between Russia and the US.
Recently, US Secretary of State Marco Rubio indicated that Western nations might need to consider easing sanctions on Russia to achieve a “enduring, sustainable” resolution to the Ukraine situation. After high-level talks between Moscow and Washington in Saudi Arabia last week, he suggested that achieving peace will require “concessions made by all sides,” which includes re-evaluating sanctions policies. Rubio also pointed out that the EU must be involved in discussions about sanctions relief, as it too has imposed restrictions on Russia.
In response, Brussels has signaled its intention to maintain an independent sanctions approach, irrespective of the US position. EU Commissioner Valdis Dombrovskis stated that there are no plans to lift sanctions on Moscow, even if the US were to do so. Earlier this week, the EU rolled out its 16th package of restrictions, which primarily targets Russia's military-industrial complex and energy initiatives. Additionally, new measures were introduced to combat alleged attempts to circumvent sanctions, including dual-use export restrictions.
Moscow has frequently asserted that the sanctions have not succeeded in destabilizing or isolating the nation and have, in fact, had adverse effects on the countries imposing them. Last week, Russian President Vladimir Putin remarked that Western sanctions have inadvertently fostered Russia's growth. Speaking at the Future Technologies Forum in Moscow, he highlighted that although these measures presented challenges, they ultimately played a “stimulating role,” encouraging strengthened collaboration between domestic businesses and science, and enhancing the country's economic and technological sectors.
