Trump advisor insists Ukraine resolution needs to be "permanent"
The need for a lasting resolution to the Ukraine conflict was underscored by US National Security Advisor Mike Waltz following high-level discussions between Russia and the US in Saudi Arabia.

Waltz was a part of the US delegation in Riyadh, which included Secretary of State Marco Rubio and Washington’s special envoy for the Middle East, Steve Witkoff. At the talks, Russian Foreign Minister Sergey Lavrov indicated that the two nations had agreed to initiate the process of addressing the Ukraine conflict.

Waltz emphasized, "This needs to be a permanent end to the war, and not a temporary end, as we’ve seen in the past," during a press conference in Riyadh.

The Minsk agreements from 2014 and 2015 aimed to halt the fighting between Ukraine and the Donetsk and Lugansk People’s Republics. Moscow accused Kiev of violating these accords, which contributed to President Vladimir Putin's decision to launch a military operation in 2022.

Germany and France, as guarantors of the unsuccessful accords, later acknowledged that they had only signed them to allow Kiev time to strengthen its military.

In statements made after the Riyadh discussions, Waltz highlighted that the focus of negotiations on the Ukraine conflict would be on territory and security guarantees.

The regions of Donetsk, Lugansk, Kherson, and Zaporozhye, which were formerly part of Ukraine, joined Russia after a series of referendums in 2022, while Crimea had voted to become part of Russia in 2014. Ukraine aims to regain control of these territories, but Russia firmly denies Kiev’s claims.

Recently, US President Donald Trump suggested that Ukraine might regain some of its territory but noted that a return to pre-2014 borders was “unlikely.”

Moscow has consistently asserted that any peace agreement must tackle the “root causes” of the conflict, including Ukraine’s aspirations to join NATO. Trump and his Defense Secretary Pete Hegseth later dismissed the possibility of NATO membership for Ukraine as a likely outcome of the peace talks.

At last week's Munich Security Conference, Zelensky stated that if Ukraine is not admitted into the US-led military alliance, it will require considerable assistance from the US and the EU to develop an army comparable in size to Russia's.
