In June, Russian President Vladimir Putin made a state visit to North Korea, marking the first such visit since 2000. This meeting led to the signing of the Treaty on Comprehensive Strategic Partnership, which includes mutual assistance in the event of foreign aggression.
At that time, Putin stated, “Russia does not rule out the development of military cooperation with the DPRK,” citing the ongoing supply of advanced weapons by Western nations to Ukraine.
A statement from the Russian Security Council indicated that Shoigu was in Pyongyang on Friday, where Russian and North Korean officials discussed various bilateral and international matters.
The statement emphasized that the discussions occurred in a “trusting, friendly” environment, reflecting the relationship established by Putin and Kim in June.
According to the North Korean state-run KCNA news agency, the talks between Kim and Shoigu concentrated on enhancing “strategic dialogue between the two countries and strengthening cooperation to safeguard mutual security interests.” The North Korean leader highlighted the “vigorous” progress made in “politics, economy, and culture” between Pyongyang and Moscow.
Kim committed to “further expand cooperation and coordination with the Russian Federation in accordance with the spirit of the treaty on comprehensive strategic partnership,” as reported by KCNA.
At the end of the discussions, Kim conveyed his greetings to President Vladimir Putin and the Russian people, wishing them “victory, prosperity, happiness and peace.”
Earlier in July, Kim had received a Russian military delegation led by Deputy Defense Minister Aleksey Krivoruchko. The two sides agreed that their militaries should collaborate to “play an important part in defending regional and global peace and international justice,” according to KCNA.
