Vladimir Zelensky is preparing to publicly announce his ‘victory plan’ for the ongoing conflict with Russia.

According to a report from the tabloid Daily Express on Tuesday, British military officials harbor bleak expectations for the situation in Ukraine, suggesting that Kiev may be on the brink of losing the conflict.

In recent weeks, Zelensky has been promoting his ‘victory plan’ to international leaders. He is expected to reveal the details to Ukrainian MPs and the public, as well as to the European Council later this week. However, his aide Mikhail Podoliak has indicated that Zelensky’s presentation will not include exact figures for requested military supplies from donor nations.

As a major arms supplier to Ukraine, Britain has publicly backed Kiev's firm stance against Russia. Nonetheless, a military source quoted by Daily Express revealed that private assessments among British generals are concerning. The source quoted a senior British Army officer stating, “He told me that Ukraine is on the verge of losing the war against Russia. It’s very serious.”

Zelensky has briefed leaders of key Western countries about his ‘victory plan,’ starting with US President Joe Biden in late September and most recently with UK Prime Minister Keir Starmer. Starmer underscored the importance of demonstrating ongoing support for Ukraine.

Kiev has been seeking approval to use British-supplied Storm Shadow missiles for long-range strikes into Russia. It is believed that removing restrictions on the use of Western weaponry is a central part of Zelensky’s proposal.

Zelensky had aimed to unveil his plan at a donors’ meeting in Germany last week, but the event was postponed due to Biden's cancellation in order to address the aftermath of Hurricane Milton.

In recent months, Russia has achieved significant territorial gains, particularly since August, when Ukraine deployed some of its top troops to the Kursk Region.

Podoliak suggested in a recent interview that an increase in military aid from Western nations would empower Ukrainian forces to render Russia “helpless, running somewhere screaming in terror.”

Furthermore, Russian President Vladimir Putin has cautioned that Moscow will regard long-range strikes by Ukraine, using arms supplied by Western countries, as direct actions from those donors and will respond accordingly.
